Job Description:

 Purpose of the post: 

WatHab Engineer plans, designs and implements engineering projects within the scope of the ICRC's water and habitat assistance objectives, with supervision and limited coaching. S/he carries out needs assessments and surveys and plans new projects. S/he is responsible for the implementation of all or part of the WatHab programme within their area of geographic responsibility, acts as a key interface with external stakeholders and reports to management on stakeholder relations and the general situation.

REQUIREMENTS:

-        University degree in architecture, civil or structural engineering, hydrology, hydraulics, geology or similar. 

-        At least 6 years' professional experience in a related field, with 5 years' professional experience at the ICRC or an international NGO. 

-        Advanced knowledge of water and sanitation or construction engineering. 

-        Proficient in use of drawing software if working in construction and hydraulic engineering 

-        Experience managing 2 to 5 technical support staff. 

-        Excellent command (spoken and written) of English & Urdu. Good command (spoken and written) of Pashtu.

RESPONSIBILITIES: 

-        Draws up documents (drawings, bills of quantities, contracts, etc.) for engineering projects using approved formats; monitors project implementation for compliance with project documents, ICRC standards, and the local building code/standards, ensuring corrective action is taken if necessary. 

-        Supervises the design work of staff under her/his responsibility and coaches the staff on their skills. 

-        Supervises the contractors and on-site work for all projects and conducts quality controls during the design and construction of infrastructure installed by the ICRC. 

-        Prepares the implementation and progress reports at intervals set by the management and consolidates reports by staff under her/his responsibility. 

-        Creates project files in electronic databases (such as the WatHab Project Assistant application) and keeps them up to date. 

-        Manages tendering and project purchasing on labour and materials according to the delegation's logistical and financial rules. 

-        Networks with stakeholders, monitors security issues related to project sites and advises the management as well as the regional advisor and the coordinators of other departments where necessary; provides regular information to the management on stakeholder issues and site progress. 

-        Carries out and analyses needs assessments and surveys and shares analysis with the management and the concerned coordinator. 

-        Administers handover of infrastructure installed by the ICRC to end-users. 

-        Trains or organizes training for end-users in the operation and maintenance of infrastructure installed by the ICRC. 

-        Uses results-based management to evaluate project implementation and analyse data.
