Purpose of the role
Ensure successful implementation of the project “Strengthening Resilience to Natural Disaster of most Vulnerable Populations through Increased Disaster Preparedness and Nutrition Sensitive Emergency Assistance, Badin District – Sindh, Pakistan (SKala Project)” within the approved timeframe and resources.
Individual accountabilities
1. Prepare and review of the project plans throughout the project implementation period and provide regular up-dates to all concerned.
2. Effective and efficiently implementation of the project as per the design/proposal approved by the donor within the specific period and resources.
3. Staff & Consultant Management: Maintain a target oriented work environment for the project staff and Consultants.
4. Funding: Oversee budget utilization and keep informed all concerned including donors of the funding status/funds utilization. Prepare budget revisions if necessary in coordination with the Implementing Partner and inform donor in a timely manner.
5. Liaison: Maintain close liaison and coordination with field staff of the Implementing Partners, Consultants and communities. Maintain close liaison and coordination key stakeholders (Sindh Agriculture University-Tando Jam, the faculty of Soil Sciences, Agriculture Department, Department of Livestock & Fisheries, Sindh and other key stakeholder.
6. Project Monitoring: Ensure continual monitoring of the project's progress to ensure that the project systems are working to achieve specific objectives and results. Maintain ACF accountability standards.
7. Financial administration: Oversee administration of project budget, including control and monitoring of project related expenditures. Cash flow management, preparation of monthly/quarterly accounts (vouchers, invoices, receipts), preparation of interim and final financial reports/ PPPs etc.
8. Ensure timely procurements (items, consultancy, and services) in coordination with the Logistic department. Ensure timely payments to all vendors.
9. Reporting: Ensure the preparation of weekly, monthly, annual and end of project reports as required by ACF, Government, donors and other key stakeholders. Work to ensure that all reports are accurate, comprehensive, well documented and timely submitted to ensure the credibility of the project.
10. Donor Relations: Prepare project information, reports, statistics, and documentation as required by the Donors and ensure that the guidelines for visibility of are met.
11. Government Relations: Lead Project Office and management team to ensure best possible district level government relations and that project meets all legal requirements.
12. Private Sector and the NGO relations: Maintain good information sources and communications with other key private sector national and multi-national organization and the non-governmental organizations, including local NGO's.
11 .Security: Keep up to date with security conditions on the ground and implement suitable security measures to ensure safety of the field staff and project’s assets
