ROLE PURPOSE:
The job purpose is to manage health component (health projects in general and Family planning and post abortion care project in particular) at the provincial level - implementation and monitoring of projects and support ongoing and upcoming projects in Nutrition. His/her key role is to provide technical assistance and guidance to implement integrated FP and PAC services and other ongoing projects.
Under direct supervision of the Provincial Office in-charge, the Health Manager will be responsible for develop and maintain strong coordination with health and nutrition stakeholders at the provincial level.
KEY AREAS OF ACCOUNTABILITY:
Programme planning and implementation and monitoring
· Develop detailed costed yearly implementation plans of the project and ensure its timely implementation
· Ensure that technical guidelines are being followed as per quality assurance bench Marks
· Responsible for effective and efficient implementation of the project and delivering quality
· Seek formal and informal technical expertise from the thematic leads in country office
· Support project team in effective and efficient utilization of budget
· Manage the project team professionally and provide on job mentoring for improving performance
· Ensure that line/technical management is updated with latest information on key developments in the programme and partnerships at the provincial and district level.
· Make regular visits to the field; carry out process monitoring of health and nutrition project sites and provide feedback and support for achieving the desired results in a timely and quality fashion
· Coordinate with SC MEAL team for proper documentation, data collection and monitoring of project deliverables.
· Timely generate high quality monthly, quarterly and yearly reports, program briefer, presentations, publications and IEC materials
· Provide technical assistance in health and Nutrition data management, supply chain, community mobilization and quality assurance component at the project/s level
· Responsible for training needs assessment and organize master trainers in coordination with concerned stakeholders.
· Responsible for support in situation analysis , liaison with the relevant stakeholders and looking for partnership/funding opportunities for quality programing
· Provide support in implementation of learning agenda and other relevant research/studies in Health and Nutrition
Stakeholders Relationship Management
· Develop linkages with external stakeholders especially department of health Planning and Development,, Population Welfare department , MNCH , Nutrition Support Program, National Program for Family Planning and Primary Health care and relevant line department’s/programs and civil society organizations at provincial and district levels
· Identify gaps in health facility level coordination with DoH teams and promote culture of joint service delivery through a mutually agreed plan
· Maintain regular coordination through progress review meetings, joint field visits in health facilities and community.
· Facilitate DoH and PWD to develop a training institute in each intervention district
· Provide departments with technical guidelines, supportive supervision modules and training manuals on the quality implementation of program activities.
· Help develop an atmosphere that induces open communication and maximizes skills/experience sharing among stakeholders
· Represent Save the Children in technical forums and provincial and district level
· Prepare and disseminate monthly project data and quarterly narrative reports to concerned internal and external stakeholder
· Represent Save the Children at multiple sector related forums
· Engage with media on need basis
Team Management
· Provide technical guidance to team at the district level
· Hold regular meetings with project staff to ensure that project objectives are being met with high level of spirit and commitment
· Keep liaison and good working relationship with Nutrition team
· With support of QA team, ensure values for FP and PAC are regularly evaluated and clarified
Others
· As part of the provincial team, contribute, as appropriate, to corporate debates on policy, practice and strategy.
· Participate as appropriate in assessments and responses in the case of humanitarian emergencies.
· Will oversee other health and nutrition projects in the intervention districts
· Be part of senior management team at the provincial level
QUALIFICATIONS AND EXPERIENCE
- Medical doctor preferably with postgraduate qualification in public health
- 4-6 years relevant experience in health & nutrition sector in developing country preferably in Reproductive Health with 3-4 years of relevant experience
- Knowledge on Health and Nutrition interventions in emergencies and developmental setting is desirable
- Ability to communicate and maintain tactful relations with relevant stakeholders and authorities
- Experience of health and Nutrition project management
§ Willing to spend frequent travel to district project locations
§ Proficient in Ms Excel , MS Word, Outlook, Power point etc
§ Strong analytical, interpersonal, communication, negotiating and networking skills.
§ Ability to work independently as well as in team with a commitment to high quality work.
§ Proven organisational skills and ability to maintain administration systems and processes
LOCATION: Karachi with frequent visits to project locations
