Job Description:

BACKGROUND

ACTED is a non-governmental organization with a mission to support vulnerable populations affected by conflict, natural disasters and/or economic and social crises, and to accompany them in building a better future. ACTED has been present in Pakistan since 1993, where it has 23 years of experience in multiple sectors of humanitarian and development programming, including a strong commitment to WASH and livelihoods. ACTED's strategy in Pakistan is to target vulnerable groups, affected by both natural and human disasters, focusing specifically on remote, hard to reach areas, which are underserved by government services and international efforts. ACTED is using an integrated approach, covering sectors ranging from WASH, cash, food security, NFIs to shelter. Traditionally, ACTED works within its beneficiary communities over an extended period of time to address multi-sectoral needs through an integrated approach. ACTED is currently implementing projects in Sindh, KP, Punjab and FATA.

The goal of Building Disaster Resilience in Pakistan (BDRP) programme funded by DFID is to increase Pakistan’s capability to reduce disaster risk, though better planning, preparedness, response, and resource allocation at the governmental and community levels.  The consortium, led by Concern Worldwide in partnership with ACTED, Welthungerhilfe (WHH) and International Rescue Committee (IRC) will implement the Community Based Disaster Risk Management (CBDRM) component of BDRP initially in four districts (Muzaffargarh, Rajanpur- Punjab, Ghotki, and Kashmore- Sindh),  during the first phase (two years). The programme would be up scaled in other disaster prone districts of Pakistan over a period of three years in the second phase.  The CBDRM component of BDRP will assist village communities to mitigate and prepare for disasters. Under contractual arrangements with DFID, the project is aiming that poor men and women are more resilient to natural disasters. This Programme has following outputs.

Output 1: Target communities have effective disaster risk management structures in place to take up and advocate resilience building measure.

Output 2: Target communities and Households are prepared to (a) Cope with climate induced natural disasters and (b) adopt risk reduction measures.

Output 3: Target communities & households are introduced to sustainable livelihoods and environmental management practices for resilience building.

Purpose of the consultancy  

The specific purpose of this consultancy is to “build capacities of social DRR structures formed under the programme and other relevant stakeholders mainly relevant government entities for disaster resilience and effectively facilitate the implementation of planned DRR program activities at village and union council level”.

Description: Under output 1 community social structures such as Community Disaster Management Committee (CDMC), and Village Emergency Response Team (VERTs) will be established at village level while at union council level UCRF (Union Council Resilience Forums) and UCERTs (Union Council Emergency Response Teams) will be established. Under output#2, these social structures not only represent the communities at various levels but also facilitate the implementation of planed integrated program activities on ground.  Further these social structures will undergo different capacity building trainings so that they can better respond to any disaster and also enable them to facilitate and implement interventions effectively to mitigate disaster risks. Other relevant trainings are also planned to build the capacities of other stakeholders such as health staff and religious leaders and district government departments. The trainings will be facilitated by the relevant consortium members and local partners in their respective districts. Tentative training schedules are provided  below;

Leadership & Organizational, Development /management, Coordination & Conflict resolution,

Three days training will emphasize on the basic and prerequisite aspects of community leadership and organization development, such as Team Work, Leadership, Motivation, and Interpersonal Relation, conflict Resolution, Management, Time Management and Documentation. Coordination and networking within the communities and with other external stakeholders is another aspect of the training which will give skills for effective relationship building. Project Design, Implementation and Monitoring, Proposal development Financial management, accountability-

This training will enhance knowledge and skill of CDMC members to draft and shape community problems and needs in a simple project proposal form according to donor requirement. Implement the approved projects according to project cycle management procedures and monitor to ensure timely implementation as per scope and budget. Session will also include accountability process and procedure to be established in the community to ensure transparency for quality outputs.   (Trainers team with a male and female required in these training )

Gender/Children Protection (abuse, exploitation  and labour)

These sessions will sensitize CDMC members about inclusiveness particularly of women and elderly in project planning and implementation as well as to avoid children labour and exploitation. (Trainers team with a male and female required in these training )

Livestock and Asset stock management in Emergencies

This training will enables CDMC members to know the basic principles, guidelines and standards in purview of LEGs (Livestock Emergency Guidelines and Standards) and adopt most relevant guidelines to protect and/or rebuild livestock assets. The ultimate objective is to assist people affected by crises and help how livestock-related interventions such as evacuation, livestock shelter, food, water and veterinary services can be implemented. This training will also cover the emergency stock management i.e. storage, safety, mobilization and maintenance.

Training #2 Training of trainers Union Council Emergency Response Team (UCERT)

Training of UCERT

A five days extensive training lives saving skills specifically on First aid, light search & rescue and firefighting. Class lessons and practical demonstrations/ drill/simulations will also be part of the training. (Trainers team with a male and female required in these training ) (Consultant must have Training Aids such as First Aid Kit , CPR Manikins , Starchier, Search and rescue basic equipment’s , seat hornets etc)

Training of Religious leaders

A two day training will be arranged at UC level for community gate keepers such religious leaders and other key figures who will act as facilitators for program implementation.  A total of 75 religious leaders will be identified and trained on CBDRM and Disaster preparedness/ risk reduction in all selected UCs of a district.

Training #4: Training of Health staff on “Health Facility Emergency Preparedness for Response and Risk Reduction”

Training of health staff on “Health Facility Emergency Preparedness for Response and Risk Reduction”

A three days training on “Health Facility Emergency Preparedness for Response and Risk Reduction” will be organized for staff of BHUs and tehsil HQ hospital. At the end of the training participants will be able to;

·         Conduct of a Hazard Risk Assessment (HRA) to identify the specific risks which affect the ability to provide care.

·         Demography of the area dependant to particular BHU

·         Guidelines and check list for emergency preparedness and response (mass causality management) and hospital safety.

·         Provide source for technical backstopping to trained squads of ERTs in villages, schools and union councils.
