This position is part of the Action Against Hunger team of the EU-funded Programme for Improved Nutrition in Sindh (SINDH), nutrition specific project covering 10 districts of Sindh as per the Accelerated Action Plan for Malnutrition and Stunting in Sindh. This is a consortium based project with three co-applicants (RSPN, PPHI and Concern Worldwide) and a range of other government partners. This position will support HR management and leadership of SINDH-nutrition specific project in accordance with EU guidelines and ACF HR policies and procedures.
OBJECTIVES
Objective 1
To ensure implementation of ACF HR policies and procedures, in compliance with local labor laws.
Tasks & responsibilities
• Support and mentor SINDH staff to ensure teams remain compliant with HR policies and procedures.
• Contribute to aligning HR policies and procedures with local labor laws.
• Review HR requirements in SINDH and support Chief of Party in recruitment planning.
• Regularly update HR record system (HRIS) and produce analysis.
• Organize base management meetings to ensure a work culture that is compliant to ACF values.
• Maintain records of all HR problems/grievances.
• Support the Chief of Party in staff management, informal or formal disciplinary process, while ensuring appropriate documentation for audit.
• Liaise with SINDH partners to compare HR policies and procedures, and ensure establishment of best practices.
• Ensure appropriate dissemination of HR related information to SINDH staff, including those in the field.
• Support in conducting internal and external audits.
Objective 2
Ensures HR administration, including personnel files, employment contracts, payroll and benefits are accurately maintained as per ACF and local government regulations.
Tasks & responsibilities
· Maintain the SINDH organogram and all records (soft and hard copies) in personnel files, while ensuring confidentiality.
· Prepare and review payroll (based on salaries, special allowances, social security, etc.) for all SINDH staff.
· Collaborate with the SINDH Finance Manager and Senior HR Manager for finalization of payroll of SINDH staff.
· Ensure record keeping of timesheets and all necessary monthly documentation for each SINDH staff.
· Monitor and validate annual, sick and other leave entitlements for all SINDH staff. Work with all line managers to ensure that they have a leave plan is in place for their teams before leaves are taken.
· Administers the benefits and insurance program for all SINDH staff, while ensuring compliance with local labor regulations.
· Support HR team in working with local agencies to identify and maximize best coverage of benefits/insurance, using existing resources and budgets.
Objective 3
Support HR management by ensuring recruitment, performance management, training and development of SINDH staff.
Tasks & responsibilities
· Review all job descriptions at the start of the recruitment process to ensure that they are standardized.
· Implement standard and best practice recruitment procedures throughout the hiring process, including longlisting, shortlisting, reference and security checks, and staff orientation planning.
· Organize and participate in interviews. Provide input during selection of new staff in SINDH.
· Assist line managers to prepare and deliver performance appraisals, efficiently.
· Prepare a training, development and engagement plan for SINDH staff, with guidance from Chief of Party and Senior HR Manager.
· Provides administrative support to organizing in-house or local trainings and support staff attending external trainings.
Objective 4
Manage HR team in field offices of SINDH.
Tasks & responsibilities
· Manage HR staff in all field offices of SINDH by ensuring preparation of JDs, setting objectives and appraising performance.
· Build the capacity of HR staff in all field office of SINDH.
· Organize monthly HR coordination meeting for all HR staff, provide specific guidance to all HR staff in the field.
· Ensures regular meetings are held with the staff representatives in SINDH.
· Submits a monthly HR report of SINDH staff to Chief of Party and Senior HR Manager.
Objective 5 (Gender)
To ensure inclusion across programming and within/by the team
· Support mission level qualification for gender marker;
· Encourage inclusion within recruitment, training and promotion;
· Ensure inclusion within programme planning, implementation and reporting;
· Identify and mentor gender focal points in line with HR policy.

POSITION REQUIREMENTS
Mandatory
· Master's degree in relevant field with minimum 04 years of overall experience in development sector
· OR Bachelor's degree in relevant field with minimum 06 years overall in development sector;
· Good IT skills (Microsoft office);
· Experience in implementing HR policies and procedures in a consistent manner
· Ability to work cooperatively with subordinates, colleagues and supervisory staff at all levels.
· Comfortable applying HR policies consistently & tactfully
· Excellent written & verbal communication skills are necessary.
· Ability to maintain confidentiality while managing difficult HR cases;
· High level of integrity;
· Excellent interpersonal skills, ability to work both independently & as a member of a team.
· Fluent written & spoken English;
· Ability to explain complex concepts in straightforward language.
Preference
· Genuine interest in & commitment to the principles of Action Against Hunger;
· Good spoken and written Urdu;
· Knowledge of MS Office (high proficiency in Excel); comfortable working with computers with minimal IT support.
